When models with RoF 1 are assigned the extra shot, the shot is taken out of activation...hence, they can not boost.

As an example, Kara takes her first shot. Hits her target, rolls damage. Her activation now ends, as her action is done unless there is something that continues her activation. She now takes her extra shot. Since it's out of activation, she can not boost.

Is that the official ruling? Or are you asking for opinions and discussion while we wait for an Infernal to hand down something more final?

We have no official ruling. Maudlin on the forums has posted an "almost" official rule until he gets PP approval.

I have been mulling this around in my head since my last game. I think that is the safest way to play her feat... that was how I was going to play it in future games anyways, just to keep away from too many questions arising.

I assumed that was how it worked, that the second attack would take place during her activation, and she only has ROF 1. The tactical tip only confuses the issue, much like how Strakhovs does.

The way it is written on the card it does not work.
There is no official ruling.
The ONLY reason people think it should work is because there is a tactical tip in the cygnar book that is worded very poorly.
Again: there is no ruling allowing you to do something the card doesn't allow you to do, and the card itself does NOT ignore rate of fire. Therefore you cannot do it.

Reinholdt gives Kara Reload. His activation ends.
Kara resolves first ranged attack. Gives Defender A a ranged attack which is immediately resolved.
Kara resolves second shot. Gives Defender B a ranged attack which is immediately resolved.
Kara's activation ends.
Defender A activates and resolves a ranged attack. Since Kara is the only model in the battlegroup yet to make a Firing Squad attack, she immediately makes a ranged attack.
Defender A's activation ends.
Defender B resolves a ranged attack, then his activation ends.

Total shots with an additional attack die for ranged attacks:
Kara: 3 attacks; RAT 8+3d6, POW 12+4d6, POW 12+4d6, POW 12+3d6
Defender A: 2 attacks; RAT 6+3d6, POW 15+3d6, POW 15+2d6
Defender B: 2 attacks; RAT 6+3d6, POW 15+3d6, POW 15+2d6

Total Focus expenditure: 4

The Threat Ranges: Assuming Fire Group (+2 RNG) cast, and Refuge upkept (with a focus pulled from Squire)
Kara: 22" with an additional 6" after her combat action from Refuge, or 16" standing still for Arcane Precision. Note, she still gets the Refuge move.
